Leak Stains on Roof Bulkhead

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents. An inspection had shown leak stains at the top floor roof bulkhead area. Landlord appealed. The DHCR ruled for landlord and revoked the rent reduction. Leak stains by themselves were a minor condition not warranting rent reductions. This was the only condition found in the DRA's order. Landlord must still, however, repair the leak stains.
