Landlord Wasn't Notified of Specific Problems

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced tenant's rent to $1.00 per month due to a fire that caused tenant to move out temporarily. Once tenant moved back in, the rent was still reduced by a guidelines increase because an inspection showed that there was no gas and that the stove wasn't working. Landlord appealed, claiming it wasn't notified of specific problems in tenant's apartment. The DHCR ruled for landlord. Tenant had complained only of a fire.

Once she moved back in, she submitted a supplemental complaint to the DRA, but this was never sent to landlord. Landlord also showed that gas service had been restored and at the time of inspection it had been temporarily turned off by Con Edison.
