Landlord Submitted Proof of Registration

Landlord applied for MCI rent increases based on the installation of new windows. The DRA ruled against landlord because landlord hadn't registered the building in 1990, the year in which landlord had filed the application. Landlord appealed, arguing that it was first notified of the missing 1990 registration in 1992 and that before the DRA issued its order denying the MCI increases, landlord had submitted proof that it had filed the 1990 registration. The DHCR ruled for landlord. Landlord showed that it had submitted proof on time that the building was, in fact, registered.
