Landlord Submitted Missing Documents

Landlord applied for MCI rent hikes. The DRA granted landlord's application based on a fuel storage tank installation but denied any rent hike for installation of a new boiler/burner. The DRA found that landlord hadn't submitted the required DEP certificate of operation. Landlord appealed, claiming that it had submitted all the information the DRA requested and that the DRA requested no additional documents. Landlord submitted the certificate of operation with its PAR. The DHCR ruled for landlord. Landlord had submitted all other documents and government sign-offs with its MCI application.
