Landlord Didn't Submit Required Documents

Landlord applied for MCI rent hikes based on the installation of a new boiler/burner. The DRA denied landlord's application because landlord didn't submit necessary information requested by the DRA to process the application. Landlord appealed, claiming that he was awaiting an electrical inspection by the city. The DHCR denied landlord's PAR. Landlord didn't submit city certification forms for the electrical work done in connection with the installation and for the proper functioning of the boiler/burner, either during the processing of its application or while its PAR was pending.
