Landlord Responsible for Window Cleaning

LVT Number: 13804

Tenant complained of a reduction in services based on landlord's failure to clean his apartment windows. The DRA ruled for tenant after an inspection showed that the windows were dirty. Landlord appealed, claiming that window cleaning wasn't a required service. The DHCR ruled against landlord. Tenant's 1960 lease barred tenant from cleaning the apartment windows, which implied that landlord was responsible. Tenant also stated that from 1960 through the 1980s, prior landlords used specific building workers to clean tenant's windows. Landlord didn't contradict tenant's claim.
