Apartment Windows Hard to Open and Close

Rent-stabilized tenant complained of a reduction in services, claiming that the apartment windows were defective. The DRA ruled for tenant and reduced her rent. Landlord appealed and lost. Landlord claimed that tenant wouldn't permit access for repairs, but tenant disputed this. And DHCR inspection showed that windows and several rooms in the apartment were hard to open and close. Tenant's rent was properly reduced based on a reduction in required services.
