Landlord Replaced Parapet Wall

Landlord applied for MCI rent hikes based on parapet installation and facade repair. The DRA ruled against landlord, and landlord appealed. The DHCR ruled for landlord in part. Landlord was entitled to an MCI rent hike for replacing the one, entire parapet wall of the building. But the facade work didn't qualify for an MCI rent hike. While the work was done at the same time as the parapet work, it wasn't necessary for the completion of the parapet.
