Landlord Replaced Existing Screens

Landlord advised the DRA that the old windows had been replaced with new aluminum thermal barrier windows with screens. An inspection confirmed this, and the DRA ruled against tenant. Tenant appealed, claiming that landlord had charged her an extra $2.50 per month for the old windows and that this charge should now be revoked. The DHCR ruled against tenant.
