Landlord Replaced Balcony Doors with Windows

Tenant complained of a reduction in services because landlord replaced the glass doors on the balcony with windows that restricted access to the balcony and reduced light and air. The DRA ruled against tenant. Tenant appealed and lost. Replacing balcony doors with windows was a minor condition that didn't warrant a rent reduction because tenant waited 15 years to complain.
