Among other things, the DRA found that a hallway wall mirror on the first floor near the elevator hadn't been reinstalled. Rents for rent-controlled tenants were reduced by $4. Landlord appealed, claiming that in November 1989 he began a comprehensive lobby renovation. Landlord's redesigned lobby had eliminated wall mirrors adjacent to the elevator. The DHCR ruled for landlord. Landlord's renovations and changes in decoration provided adequate substitutions for the wall mirror near the elevator.
