Volume of Amplified Lobby Music Lowered

Tenants complained that landlord reduced services by lowering the volume of amplified music in the building lobby. The DRA ruled against tenants. Tenants appealed and lost. The Rent Stabilization Code lists failure to provide amenities in elevators, such as recorded music, as a minor condition that doesn't warrant a rent reduction. Landlord's change in the volume of recorded music in the lobby is similarly a minor condition that doesn't warrant a rent reduction.
