No Rent Cut for Lobby Renovation

Tenants complained that landlord had reduced services through lobby renovation. The DRA ruled for tenants and reduced their rents. Landlord appealed, pointing out that some lobby benches remained in the lobby and that others had been repositioned. One bench was now in the mail room. The DHCR ruled for landlord and revoked the rent reductions. As part of an extensive lobby renovation, landlord substituted the old furniture consisting of couches and benches with an adequate and appropriate number of benches.
