Landlord Not Limited to Improvements Listed on Apartment Registration

Tenant filed a fair market rent appeal. Landlord submitted proof of improvements made to the apartment before tenant moved in. The DRA ruled for tenant and disallowed many of the items landlord submitted proof for because they weren't listed in the 1993 apartment registration. Landlord appealed and won. Landlord wasn't limited to the improvements listed in the rent registration statement. Landlord proved that the claimed work was done and was entitled to a 1/40th rent increase for the improvements.
