Landlord No Longer Owned Building

DOS issued a violation notice to landlord for a dirty sidewalk. Landlord claimed he no longer owned the building. But landlord didn't submit any proof, so the ALJ refused to dismiss the violation. Landlord appealed and submitted a copy of the closing statement showing the building was sold on Jan. 31, 1991. The violation notice was issued on Feb. 25, 1991. ECB ruled for landlord.
