Landlord Doesn't Own Lot Cited

DOS issued a violation notice to landlord for having a dirty lot next to his building. Landlord claimed that he didn't own the lot cited. The ALJ ruled against landlord and fined him $50. Landlord appealed and submitted further proof that the lot cited on the violation belonged to another building not owned by landlord. ECB ruled for landlord and revoked the fine.
