Landlord Never Got Complaint

Rent-stabilized tenant complained of a rent overcharge, and the DRA directed landlord to refund $2,164 in overcharges. Landlord appealed, arguing that he never got a copy of tenant's complaint. The DHCR ruled for landlord, and sent the case back to the DRA for reconsideration. The DRA had mistakenly sent a copy of tenant's complaint to former landlord---not to current landlord. So, current landlord never had a chance to answer it. The DHCR ordered the DRA to send current landlord a copy of tenant's complaint before ruling on it.
