Tenant Never Received DHCR Notice

Tenant complained of a reduction in services based on a defective intercom. The DRA ruled for tenant and reduced her rent. Landlord later applied for rent restoration based on restoration of services. The DRA ruled for landlord in October 2005 after tenant failed to provide access for inspection. Tenant appealed, claiming she never received DHCR's inspection notice. The DHCR ruled for tenant and reopened the case for reinspection. Tenant submitted a letter from the U.S. Post Office stating that the mail carrier for tenant's building had been arrested for stealing mail in December 2005.
