Landlord Must Repair Tenant- Installed Refrigerator

Tenant complained of a reduction in services. Tenant bought her own refrigerator in 1982 after the one landlord provided became inoperable and landlord refused to replace it. Tenant's own refrigerator was now defective, and landlord refused to give her a functioning one. The DRA reduced tenant's rent, and landlord appealed. The DHCR denied landlord's PAR. Tenant had purchased a refrigerator, and deducted its cost from her rent. While tenant shouldn't have resorted to self-help unless absolutely necessary, landlord accepted the reduced rent and became the owner of the refrigerator.
