Landlord Must Provide Tenants with Duplicate Keys to Main Entrance Door

Tenants complained of a reduction in building-wide services because landlord gave them each only one main door entry key after replacing the lock. The DRA ruled for tenants and reduced their rent. Landlord appealed and lost. Landlord had given each tenant one copy of a nonreproducible key. This prevented tenants from making copies. Landlord claimed that this was for security reasons. But landlord must give each tenant a sufficient number of keys and can charge tenants a reasonable fee for each duplicate.
