Landlord Installed Defective Windows

Landlord applied for MCI rent hikes, based on the installation of new windows building-wide. The DRA granted the rent hikes and tenants appealed, arguing that many of the windows were installed incorrectly. A DHCR inspection confirmed tenants' complaints, and the DHCR revoked the rent hikes. Landlord appealed, and the court sent the case back to the DHCR for further consideration. A second DHCR inspector also found many defective windows, so the DHCR upheld the prior order revoking the rent hikes. To qualify for an MCI, landlord must install windows properly.
