Landlord Didn't Submit Window Installation Contract

Landlord applied for MCI rent hikes based on the installation of new windows. The DRA ruled against landlord because landlord didn't submit the actual contract for the work. Landlord appealed. The DHCR ruled for landlord and granted the rent hikes. Landlord submitted proof that all windows were replaced as one project, along with proof of payment and the required contractor certification. So landlord's proof of the MCI was sufficient.
