Landlord Didn't Install All Kitchen Windows

Landlord applied for MCI rent hikes based on a number of installations. The DRA disallowed any rent increase for kitchen windows because they weren't installed on a building-wide basis. Only 413 out of 530 kitchen windows were replaced. Landlord appealed, claiming that 30 windows weren't installed because the windows were too narrow or kitchen appliances couldn't be moved out of the way. Landlord claimed also that 62 windows had been replaced previously. The DHCR ruled against landlord. Landlord had no good excuse for not installing the windows on a building-wide basis.
