Landlord Gets Increase for New Windows

Landlord applied for MCI rent increases based on the installation of new replacement windows. The DRA granted landlord's application, and five tenants appealed. They claimed that the new windows were installed because of landlord's failure to maintain the old windows and that landlord didn't replace all the windows in the building. The DHCR denied tenants' PAR. Only three tenants had complained of faulty windows while landlord's application was pending.
