Landlord claimed that the items weren't picked up on Feb. 28 when expected but were collected a day later, and she had complained about that. The ALJ ruled against landlord and fined it $25. Landlord appealed and lost. A cardboard box is never a proper container for disposal of recyclables. So it didn't matter if the pickup by the DOS was late.
