Landlord Fined $25 for Disposing of Recyclables in Cardboard Boxes

The DOS issued a violation notice to landlord after finding rigid plastic and flooring left out for collection in cardboard boxes not designated for metal, plastic, or flooring. Landlord claimed that the items weren't picked up on Feb. 28 when expected but were collected a day later, and she had complained about that. The ALJ ruled against landlord and fined it $25. Landlord appealed and lost. A cardboard box is never a proper container for disposal of recyclables. So it didn't matter if the pickup by the DOS was late.
