Landlord Put Recyclables in Cardboard Boxes

Landlord claimed that these items were placed in front of his building by an outsider. But landlord didn't live in the building and the ALJ didn't find his claim credible. Landlord was fined $25. Landlord appealed and lost. Landlord failed to prove that no one at the building placed the improper receptacles out for collection.
