Landlord Fined $100 for Leaving Uncovered Mattress Out for Disposal

DOS issued a violation notice to landlord for leaving a mattress out for disposal without a cover. Landlord claimed that the mattress was left in front of the building next door. The ALJ ruled against landlord and fined him $100. Landlord appealed and lost. DOB stated that the mattress was found in front of landlord's building, so it was reasonable to assume that it came from that building. Landlord's hearing photographs didn't show otherwise.
