Landlord Fined $100 for Improper Disposal of Bedding

The DOS issued a violation notice to landlord for improper disposal of bedding. Its inspector observed a box spring not placed in a securely sealed bag, left out for DOS collection. Landlord argued that neither he nor his tenants had placed the box spring out for collection on the date in question. He said he placed a well-wrapped box spring out for collection several days earlier. The ALJ ruled against landlord and fined him $100. Landlord appealed and lost.
