Landlord Didn't Submit Proof of Longevity Rent Hike

Tenant complained of a rent overcharge. Landlord claimed that part of the rent increase charged to tenant was based on a longevity increase. The prior tenant had lived in the apartment for 10 years. The DRA ruled for tenant and reduced his rent. Landlord appealed and lost. Landlord didn't submit any rent records to document that prior tenant had lived in the apartment for 10 years. So the DRA properly excluded any longevity increase in calculating tenant's legal regulated rent.
