Landlord Didn't Submit Additional Proof of Improvements

Tenant complained of a rent overcharge. The DRA ruled for tenant. Landlord appealed and lost. Landlord claimed that it made individual apartment improvements to tenant's unit that warranted a 1/40th rent increase. Landlord had submitted a copy of a contractor's affidavit to the DRA. But in response to the contractor's affidavit, tenant stated that the claimed improvements weren't done. So the DRA asked landlord for additional proof of the improvements. Landlord didn't submit any further proof. So the DRA correctly disallowed any rent increase for apartment improvements.
