Landlord Didn't Submit Copies of Backs of Checks

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord claimed that the DRA improperly disallowed some rent increases for apartment improvements. The DHCR ruled against landlord. Landlord submitted nine checks for improvements costs that weren't validated by the bank. The field of characters showing the amount of the check was missing, and copies of the backs of those checks weren't submitted. Other checks submitted by landlord included the missing information.
