Landlord Didn't Prove $19,000 Payment

Landlord applied for MCI rent increases based on the installation of a new boiler/ burner. Landlord claimed the cost was $27,000. The DRA approved only $8,000 of landlord's claimed costs, and landlord appealed. Landlord claimed he'd paid the balance in monthly installments. The DHCR ruled against landlord. Landlord submitted only two cancelled checks: one for $5,000, the other for $3,000. Landlord submitted no other proof of additional payment.
