Landlord applied for MCI rent hikes based on a number of improvements. The DRA ruled for landlord in part but denied any increase for windows. Landlord appealed and lost. Landlord's application contained inconsistent statements about the completion date of the window installation, and the checks submitted didn't match the dates on which the work was claimed to have been done. For example, landlord stated that the windows were installed over a two-year period, but the checks indicated payment was completed at the beginning of the installation period.
