Landlord Didn't Post Recycling Signs

DOS issued a violation notice to landlord for failing to post a sign giving notice and instructions to tenants about recycling. Landlord claimed that when the violation was issued, in August 1992, there was no such requirement. The ALJ ruled against landlord and fined it $25. Landlord appealed. ECB again ruled against landlord. The sign-posting rule went into effect on Dec. 26, 1989. Changes to the recycling program in the Bronx went into effect on Dec. 1, 1992. But the 1992 rules simply restated the prior sign-posting requirement.
