Landlord Didn't File Proper Form with DHCR

Rent-controlled tenant complained of a rent overcharge. Tenant claimed that landlord improperly charged for improvements that were simply repairs. The DRA ruled for tenant. Landlord appealed and lost. Landlord never filed form RA79B, which is a tenant consent form required to collect apartment improvement rent increases from rent-controlled tenants. So landlord wasn't entitled to collect any rent increase from tenant for claimed improvements.
