Landlord Didn't Prove Cost of New Doors

Tenant complained of a rent overcharge. Landlord claimed that it had made individual apartment improvements before tenant moved in and was entitled to collect a 1/40th rent increase. The DRA ruled for tenant and disallowed a portion of landlord's claimed costs. Landlord appealed and lost. Landlord claimed that the DRA incorrectly disallowed $5,500 for work listed as ``carpentry.'' Landlord said that this item represented the installation of five interior apartment doors.

The DHCR said that the records that landlord submitted to the DRA described the carpentry work as ``plastering, painting, scraping and repairing floors,'' as well as the installation of the five doors. Landlord didn't submit any further breakdown of costs to the DRA. So the cost of this portion of the apartment work was properly disallowed.
