Landlord Didn't Explain Why All Windows Weren't Replaced

Landlord applied for MCI rent hikes based on the installation of apartment windows. The DRA ruled against landlord because landlord didn't submit requested additional information to its application. Landlord appealed and lost. Landlord had replaced 79 out of 91 windows in the building. Although landlord replaced at least 80 percent of the total number of windows in the building (the minimum amount required to qualify for an MCI rent increase), it didn't explain why it didn't replace the remaining 12 windows.
