Bathroom Windows Weren't Installed

Landlord applied for MCI rent hikes based on the installation of new windows. The DRA dismissed landlord's application because landlord didn't install new bathroom windows. Landlord appealed, claiming he didn't know that he had to replace the bathroom windows. The DHCR denied landlord's PAR. Landlord's installation wasn't building-wide, and landlord didn't give a valid reason for not replacing all windows, including bathroom windows.
