Landlord Didn't Cure Vermin Condition in Tenant's Apartment

Rent-stabilized tenant complained of a reduction in required services based on vermin infestation. The DRA ruled for tenant and reduced her rent. Landlord later applied for rent restoration based on the restoration of services. The DRA ruled against landlord, who appealed and lost. DHCR inspection showed that there were mice droppings in the kitchen cabinet and a hole in the floor to the left of the sink and cabinet where mice could enter the apartment. For the first time in its PAR, landlord claimed that tenant refused access for extermination services.
