Landlord Didn't Restore Vermin Control Service

Rent-stabilized tenant complained of a reduction in services based on a number of apartment conditions. The DRA ruled for tenant and reduced her rent. Landlord later applied for rent restoration based on the restoration of services. The DRA ruled for landlord. Tenant appealed and won, in part. Tenant claimed that there were still mice in her apartment. And although tenant had signed off on an acknowledgement of services restored by landlord, the list didn't include vermin control service. At the same time, the DHCR's inspector found mouse droppings in the kitchen.
