Landlord Didn't Complete Pointing Work

Tenants complained of a reduction in building-wide services based on leaks and water damage in various parts of the building. The DRA ruled for tenants and reduced their rents. Landlord later applied for rent restoration based on pointing and waterproofing performed at the building. The DRA ruled against landlord. Landlord appealed and lost. Landlord had not completed the pointing and waterproofing work at the time it filed its rent restoration application. When landlord filed its rent-restoration application on April 28, 2006, it admitted that the work would not be completed until May 31.
