Landlord Didn't Clear Icy Sidewalk Condition After Snowstorm

DOS issued a violation notice to landlord for failing to sand, salt, or shovel a path for pedestrians on an ice-covered sidewalk in front of landlord's building. A snowstorm had ended at 1 a.m. on Dec. 10, 2017, and the violation was issued at 5:30 p.m. that same day. Landlord claimed that he owned the building next door but didn't deny owning the subject building. The ALJ fined landlord $100. Landlord appealed and lost. Landlord now denied that he owned the subject building, but ECB wouldn't consider this for the first time on appeal.
