Landlord Didn't Make Reasonable Efforts to Keep Sidewalk Clear

DOS issued a violation notice to landlord for not keeping the sidewalk area clear outside his building. Landlord claimed that there was only a small amount of debris. The ALJ ruled against landlord and fined him $50. Landlord appealed and lost. Landlord said he cleaned in front of the building twice a day, three times a week. Since the area was in a busy mixed residential/commercial area, this wasn't enough.
