Landlord Didn't Advise DRA of Stove Replacement

Rent-stabilized tenant complained of a reduction in services. DHCR inspection confirmed that the kitchen stove burners weren't self-lighting and that the apartment entry door stuck to the frame when it was being opened. The DRA ruled for tenant and reduced her rent. Landlord appealed and lost. Landlord claimed that it had replaced tenant's stove but never advised the DRA or submitted proof of purchase. So the DRA correctly reduced tenant's rent and landlord must seek rent restoration by filing an application based on restoration of services.
