Landlord Can't Rent Apartments as Hotel Rooms Without Reclassification

Landlord asked the DHCR if it could rent vacant units in an apartment building as hotel accommodations. In an opinion letter, the DHCR stated that landlord couldn't do this without reclassifying the entire building as a hotel. To do this, landlord would have to file an application with the DHCR. And any rent-regulated tenants living in the building would have to consent.
