Landlord Can Require Tenants to Meet Delivery People in Lobby

Landlord asked the DHCR if it could discontinue its policy of allowing outside company delivery people to use the intercom system and go up to tenants' apartments without being accompanied by tenants. In an opinion letter, the DHCR said yes. The DHCR said this wouldn't be the discontinuation of a required service. The DHCR considers letting delivery people past the doorman's station to be an accommodation, not a required service.

In an opinion letter, the DHCR said yes. The DHCR said this wouldn't be the discontinuation of a required service. The DHCR considers letting delivery people past the doorman's station to be an accommodation, not a required service. The DHCR also said this opinion applied only to doorman or concierge buildings and that exceptions had to be made for tenants who were too ill or disabled to come to the building lobby.
