Landlord Can Change Door-to-Door Mail Delivery to Locked Mailbox Delivery

Landlord asked the DHCR for its opinion on a proposed change in required services. Landlord's doorman currently accepted mail from the post office, put it in open mailboxes behind his desk, and gave the mail to tenants when they requested it. Landlord wanted to replace this service with locked mailboxes and give tenants keys. In an opinion letter, the DHCR said that this would generally be considered a minor service alteration and wouldn't be considered a decrease in services. However, if landlord personally delivered mail to elderly or handicapped tenants, it must continue to do so.
