Landlord Can Move Entrance to Side of Building

Landlord asked the DHCR for permission to modify required services by moving the building's main entrance to a different side of the building and providing a handicap entrance, keyless entry, and an enhanced security system with a new intercom. The DRA ruled for landlord. Tenants appealed and lost. They claimed that the new entrance wasn't as safe as the old one and were concerned that their rents would be increased. But there was no proof that the new entrance was less safe.
