Landlord Can Change Garbage Collection Method

Tenant complained of a reduction in services after landlord discontinued door-to-door garbage collection. Now tenants had to deposit their trash in a garbage room. The DRA ruled against tenant. Tenant appealed and lost. Landlord stated that it had moved the collection point for trash from the second floor to the basement. Prior landlord had collected recyclables on the second floor. Landlord's change in how it collected garbage was an adequate substitute. And landlord was required by law to store trash in the garbage room.
