Kitchen Temperature Adequate

Landlord later applied to restore the rent based on restoration of services. The DRA ruled for landlord. Tenant appealed, claiming that the radiators hadn't been fixed. The DHCR ruled against tenant. An inspection in November found that the heat in the kitchen was adequate. While the outside temperature was 31 degrees Fahrenheit, the temperature inside the kitchen was 68 degrees.
